According to EDSBS.com, he is a local guy working the chain gang (ironic) for the game. He had an outstanding warrant for his arrest and having his face broadcasted on national television gave the cops a hint of where he might be.

Don't let too many Ga. fans see it. They'll blame it on thier loss! It was a distraction and it caused them to lose the game.
